Professional Law Partnership RIDD Vilnius and UAB Ekonominės konsultacijos ir tyrimai has completed a study “Fitness Check of Legal Regulation for the Development of Industrial Projects and Assessment of the Regulatory Burden for Economic Entities”. The check in the area of development of industrial projects is the first in Lithuania. Only separate sections/stages in the area of development of industrial projects had been analysed in Lithuania so far, however, the overall analysis of all projects had not been performed. The Report provides a case study of a project planned to be developed by an industrial company detailing all project implementation stages from the acquisition/lease of a land plot, factory planning and construction to the start of operations. The above-referred case study, consultations with business entities and the data from interviews with state authorities have been used in the Report for the analysis of problems of the project area, for recommendations and measures for potential problem solving options. The Report proposes that a one-stop shop be implemented in Lithuania in the areas of land restructuring, territorial planning, construction and environmental permits; it also details other potential process development directions relevant for industrial companies planning to develop projects in Lithuania.
